You are aware that FPPCA for the quarter Oct 16-Dec 16 was very high, in the range of Rs 1.30 to 1.37 per unit. It has caused a burden of Rs 25 Cr on small consumers. It has come because of open access granted to large industries. DNH PDCL is liable to pay minimum charges to power generating stations under power purchase agreements. DNH PDCL has loaded the cost of non-purchase of power on FPPCA. It is not as per law. It is not even as per formula approved by the JERC. It has enhanced the energy bills by 25%-30%.
Three Industrial Associations under the leadership of the Federation of Industries Associations, Silvassa protested the computations and justification and legality of FPPCA.
